Having contributed to several of these studies, and the other areas of measuring walking and walkability, the consultants at London Analytics are well-placed to work with you to develop realistic estimates of the monetary value of enhancing walkability, of pedestrianisation and of public realm schemes.

The field of expressing the value of the urban realm in economic terms is narrow, with few specialists in Europe. London Analytics is one of the few companies in the field with experience, and among those companies is uniquely qualified to fulfil the technical client role for this project, as it did not tender for the market research element of this study. We propose to provide expert technical support for this project. This will ensure that the study is robust; is done in accordance with best practice for combined Revealed Preference / Stated Preference studies; makes optimal use of the previous work in the field; and will keep the technical standards of the project high, as it progresses. We shall ensure that the requirements of Design for London are met by the study, and will assist in liaison with other stakeholders; we shall provide interpretation of the results in formats that are suitable for presentation to the most senior decision makers, and for use in business cases

  • Technical advisor to the LIP monitoring group set up by TfL and the Association of London Government [ALG], to develop a set of techniques to monitor Borough Spending Plans and Local Implementation Plans, the London equivalent of LTPs, with specific responsibility for providing guidance to TfL and the boroughs on the monitoring of cycling, walking, accessibility and general traffic. As part of that programme we developed procedures for setting up robust before-and-after monitoring of schemes which will be of use to many local authorities across the country
  • Setting ambitious and realistic targets for London's Cycle Action Plan, based on international benchmarking, including trajectories, annual milestones, and an annual review mechanism to amend targets if progress diverges significantly from trajectory
  • Contributions to knowledge-sharing seminars for London boroughs and leading the training sessions on monitoring
  • Development of causal chains with ALG and TfL and London Boroughs: mapping inputs, outputs and outcomes, identifying the linkages, and monitoring success
  • Combined Stated Preference / Revealed Preference studies to develop a more comprehensive business-case methodology
  • Development of the small-scheme appraisal framework: PIAP (Project Identification, Appraisal and Prioritisation), for TfL Road Network Development
